What does sovereignty mean for a public body?
It means the tender is auditable from first call to final disbursement. It means the citizen petition is verifiable, not retractable. It means the procurement signal recovers to the specific auditor's EOA — anyone with the public key can prove who approved which bond release.
the three artifacts, tailored for governance
Verifiable government-issued permits (`kash.civic.permit@1.0.0`) and citizen petitions (`kash.civic.petition@1.0.0`) — shipped as a lexicon extension. A permit-holder discloses only the fields a verifier needs (e.g., 'driving licence valid until 2027') via selective disclosure with header attestation, so the agency identity is enforceable across redactions. Closed GAP-ZKP-001.
AUCTION paradigm for open public tender — prefunded vendor bonds, soft-close anti-snipe ladder, signal-domain isolation so a vendor bid for a roads tender can't be replayed against a procurement tender. Multi-stakeholder governance via the Phase-7.2 SwarmOrchestrator — auditor agents register, deliberate over signed delegation envelopes (8 KB context-subset cap so a junior agent can't read the full deliberation), vote via M-of-N consensus to approve or reject a procurement decision.
